That is a frequent source of last-minute border friction, for example when a carrier swaps a tractor at the yard after the agente aduanal already generated the DODA. Make it standard practice to lock unit and driver assignments before the agente generates documents, and to send any change immediately. When a Mexican dispatcher says 'ya está el DODA,' it means the load is genuinely ready to present at the module, which is the signal that the crossing window has opened.
