The e-manifest is a carrier responsibility, and it is where a lot of first-time cross-border moves stumble. The carrier, or more precisely the crossing carrier whose SCAC is on file, must have the shipment data early enough to file. If the transfer company does the actual crossing, their SCAC goes on the manifest, not the linehaul carrier's. Mismatches between manifest, entry, and physical freight are a classic cause of trucks turned around at the booth. Confirm who files, under which SCAC, and that they have final piece counts and seal numbers before the truck leaves the yard.
