SENASICA
SENASICA is Mexico's national agency for agricultural health, food safety and quality. At the border it inspects imported plants, animals, food and agricultural products and issues the sanitary clearances they need to enter Mexico.
SENASICA (Servicio Nacional de Sanidad, Inocuidad y Calidad Agroalimentaria) sits under Mexico's agriculture ministry. Southbound shipments of regulated agricultural goods, from produce and grain to meat and animal feed, must pass its inspection at the port of entry before customs release, usually with a phytosanitary or zoosanitary certificate from the exporting country. Wood pallets and crating are checked separately, by PROFEPA, for the ISPM 15 mark.
It is the Mexican counterpart of the U.S. agencies that inspect agricultural imports, such as USDA and the FDA.
What this means when you move freight
A SENASICA hold stops a southbound load even when the pedimento is ready. For agricultural or food freight into Mexico, confirm with the Mexican customs broker which certificate the product needs and that it matches the commercial invoice, and allow time for inspection in the transit plan, especially for refrigerated freight.
