PARS
PARS (Pre-Arrival Review System) is how Canada-bound truck freight clears the Canada Border Services Agency before it arrives: the customs broker submits release data against a PARS number, and the carrier's ACI eManifest links to it.
PARS is the Canadian counterpart of PAPS. The carrier assigns a PARS number, made of its carrier code and a unique shipment number, and puts it on a barcode label on the paperwork. The importer's Canadian customs broker submits the release request to the CBSA against that number, and the carrier's ACI eManifest references it.
When the data is reviewed in advance, the officer at the border can release the shipment by scanning the PARS barcode.
What this means when you move freight
For a U.S. or Mexican broker sending freight to Canada, the dependencies are the importer's Canadian customs broker and the importer's own CBSA standing: since CARM, importers must post their own financial security to get release before paying duties. Get the PARS number, commercial invoice and customs broker's name before dispatch, and confirm the release is filed before the truck reaches the border.
